Giving Up Parental Rights

My daughters father sent my oldest daughter a text this morning, saying he will not be calling them anymore. That he can’t take care of them like he wants to, and this will be the last time he talks to her. I think he is going to give up his parental rights, so he doesn’t have to pay child support. He lives in GA, and I think he is getting a better job and more pay and doesn’t want to have to pay more support. He is not abusive, or a danger to them. My girls are 14 and 8 years old. Can my children’s father give up his parental rights, so he doesn’t have to pay child support?
